Government extends gas PSO until 31 March 2027
The Cabinet of Ministers extended the public service obligations (PSO) on the natural gas market until 31 March 2027. According to Energy Minister Denys Shmyhal, the gas price for households will remain unchanged throughout the autumn–winter period, and heat producers will continue to receive gas on preferential terms.
These terms are currently set by two government resolutions, Nos. 222 and 812. The first covers the mechanism for supplying gas to household consumers, gas distribution system operators and certain electricity producers. The second regulates gas supply to heat producers and budget-funded institutions.
Prices
Under the current terms, Naftogaz Trading sells heat producers gas for household heating and hot water at UAH 7,420 per thousand cubic metres including VAT. For heat production for the needs of budget-funded institutions, a price of UAH 16,390 per thousand cubic metres including VAT applies until 30 September 2026; according to industry sources, the Cabinet has raised it to UAH 25,875 per thousand cubic metres including VAT. Transport costs are added to these prices. Gas for other heat producer needs is paid for at a price determined monthly.
Household consumers receive natural gas at UAH 7.96 per cubic metre under the "Fixed" plan of Naftogaz of Ukraine's gas supply company. The company set this price until 30 April 2027 before the Cabinet's decision.
Frontline areas and tariffs
According to Shmyhal, the government also extended the terms of gas sales to gas distribution system operators and for cogeneration in frontline areas. As reported earlier, in the earlier PSO extension the preferential terms for gas-fired electricity generation were kept not for all plants, but for specified new facilities in frontline regions.
Serhiy Koretskyi said the decision was taken with the current moratorium on tariff increases under martial law in mind. At the same time, the government is working on changes to tariff policy and targeted support for consumers.
